We want to advance the prospects of technological appropriation of women and women’s groups that challenge the mass media, as well as their work dedicated to the communitarian authorship. How free media ownership and appropriation of authorship is produced by women? We invite women linked to free media to build an visibil network for our practices and to build a guideline for a discussion of the role of women in the forum.

Social Movements and Technological Appropriation

The use of social media during June Days was fundamental to the organization and spread of demonstrations throughout Brazil. However, much of the most used social media has been developed with proprietary technology and controlled by big corporations, subject to all types of interference and even censorship. What free and secure alternatives do the social movements currently have at their disposal? In 2013, what was the vision of the movements that appropriated communication in the service of the streets, and what are the prospects for 2014?

The roundtable will discuss the criminalization and representation of social movements in the media; the importance of guaranteeing free and plural media for the exercise of freedom of expression and the social sectors’ right to communication; the struggle for the strengthening of community radio, for the approval of a civil framework for the internet, and for a new regulatory framework for communications in Brazil.

Public Media as Territory for Free Media

Public media is participating in a new area of struggle for democracy in Latin America and searching for new models and dynamics that solidify its role in the promotion of the right to communication and freedom of expression. Public media belongs to society and, in order to accomplish its mission, requires channels of approach to the themes of interest to the population and its movements, as well as the social participation and management of its guidelines - important themes in the free media social movement. The roundtable discussion will address the current integration effort between public and state media in Latin America, in the presence of Argentinian journalist and researcher Magali Yakin who is monitoring the process of the Union of Latin American Agencies, as well as the current renewal process of the Board of Trustees of the EBC (Brazilian Broadcasting Corporation) which has open tenders to fill five vacancies in the civil society, in the presence of current members of the Board.

Networks, Streets, Mobilization and Mobility

Speakers open the floor by presenting their overview of 2013 and communication’s big contribution to it. On the agenda - the crisis of leadership, the digital race, new parameters for debate – how communication was carried out in 2013 and why nothing will be like before. For the international participants of the Forum, the panel will seek to size up the events in Brazil over the last 7 months, using different viewpoints, perspectives, and experiences, in addition to initiating readings of what 2014 might look like.

The World Charter for Free Media: Instrument of the Global Struggle for
Alternative Communication

Decided in the WFMF III, in Tunisia, in 2013, the construction of a World Charter for Free Media begins in Porto Alegre, and continues in regional stages until its renewed approval once again in Tunisia, in 2015. The shared production document will indicate the common struggles and principles of communication which serve as a reference for those social movements that are integrating themselves with the global struggle for access to communication as a right, and which also help to approach the local struggles of the international movement of free media, and vice-versa, strengthening processes in different dimensions. WFMF activists from various countries will participate, bringing contributions for the initiation of an international day for the writing of the Charter. The process also aims to contribute as a reference for the World Social Forum, in the relationship between global struggles and themes of communication.

Referrals and Proposals for WFMF IV

Proposals resulting from activities and debates of the Seminary will be subject to approval by the plenary, for referrals to the next rounds. A Tunisian representative of the free media struggle will participate in this session. Tunisia will host the next seminar on elaborating the World Charter, in addition to hosting the fourth edition of the World Free Media Forum in the context of the 2015 World Social Forum.
